You can make a call by using a calling card or coins. Insert card or coin first and dial the number. You can buy a calling card at nearby convenient stores or post office. International calling cards can be also purchased at the post office.
Note: When you use an on-campus phone, which usually starts with 821-, press only the last 4 digits.
Press 001 (or other number depending on carrier) +country code+ area code + telephone number
